The dispenser provides an easily actuatable activator that, when operated, discharges a predetermined amount of toothpaste from an orifice. The toothbrush is adapted to automatically lift the toothbrush head off of a support surface to a height near that of the dispenser orifice. As a result, a child may focus on manipulating one item at a time when loading a toothbrush with toothpaste.

The gasket cuff is provided with elasticity and has an inner cuff extending laterally inwardly from the joint and an outer cuff extending laterally outwardly from the joint. The barrier leg cuff is disposed inboard of the gasketing cuff and forms a pocket by a combination of the inner cuff, the base and the barrier leg cuff.
