    Abstract: A foot operated cutter has an elongated handle with a pair of cutting jaws mounted on one end thereof and a gripping member at the other end thereof. The cutting jaws are mounted on separate spaced apart pivot axles. The upper end of each jaw is pivotally coupled to a movement arm and the two movement arms are pivotally coupled to each other. One movement arm is coupled to a foot operable lever. Movement of the lever causes the movement arms to pivot and move the upper ends of the jaws apart from each other resulting in the lower ends of the jaws coming together in a cutting action. A biasing member preferably urges the jaws to an open position. An adjustable stop is preferably provided and prevents the lever from putting too much force on the jaws.

The fluorescent substance is preferably invisible without the aid of an ultraviolet light. It is also non-toxic to humans as well as animals and is relatively inexpensive. The apparatus for applying the ultraviolet substance is preferably a “bait station” within which an attractive substance is placed and surrounded by the fluorescent substance.

    Abstract: A user programmable deductive spreadsheet is implemented as an add-in to an existing mathematical spreadsheet program and allows the use of a logic programming language such as Prolog via a familiar spreadsheet interface. A syntax is provided whereby a set of multiple values can be stored in a cell and can be operated on recursively by an expression in another cell. Rows and columns can be given user defined names and cells can be referenced by row and column name. Cells can reference cells in other spreadsheets or can reference an entire spreadsheet in one cell. A cell expression can reference itself. Logical, arithmetic, and lifted operators are provided. Spreadsheets can be defined as a transformation of another spreadsheet. When no negative or aggregate operators are used in the cell expressions, the meaning of the spreadsheet is given in terms of least fixed points. Otherwise, the meaning is given in terms of perfect models.

    Abstract: Many low bit rate digital audio encoding systems, including Dolby Digital and MPEG-2 AAC generate data streams in which unused dummy, fill, stuffing, or null bits exist whenever the bit allocation function in the encoder does not utilize all available bits from a bit pool. Instead, all or some of such wasted bits are used to carry information. This can be accomplished after an encoder generates a bitstream. The resulting bitstream is analyzed to identify the locations of some or all of the unused bits. Some or all of the identified unused bits are then replaced with information-carrying bits to embed information-carrying bits in locations formerly occupied by unused bits. Alternatively, instead of replacing some or all unused bits in the bitstream with information-carrying bits after encoding, a modified encoder may insert information-carrying bits in some or all of the unused bit positions during the encoding process.
