    Abstract: Automatic Customer Callback (ACC) functionality is implemented directly into service logic of an Advanced Intelligent Network (AIN). The Advanced Intelligent Network includes a Central Office Switch (COS) which is provided in electrical communication with Service Control Point (SCP), at least one calling party, and at least one called party. The AIN components preferably communicate with one another through Transaction Capability Application Part (TCAP) signaling protocol and are directed for use in an AIN 0.2 network. An adjunct processor such as an Intelligent Peripheral (IP) is also provided in electrical communication with the COS. In operation, digits dialed by the calling party (those corresponding to the telephone number of the called party) are collected as well as the calling party telephone number. If the called party line is busy, then the calling party activates the Automatic Customer Callback (ACC) service, the subscriber's telephone line will be monitored to detect an idle condition.

Some of such administration commands relate to defining intervals during which a particular PSAP is, according to an administered night service schedule, to be inactive with respect to handling emergency calls. Other of such commands relate to administrative operations to place such PSAPs into such inactive state earlier than the schedule. Others of such commands relate to administrative directions to withdraw such PSAP from such inactive state before the scheduled time.

    Abstract: A community emergency response service system is provided with three types of destinations to which emergency calls may be routed. These include public safety answering points (PSAPs), switch directory numbers and public switching telephone network directory numbers. A last chance routing system is effective upon failure of the system to route an incoming one of such emergency calls to one of such three types of destinations. The last chance routing facility performs a linear search of all PSAPs within such system to determine whether any of such PSAPs has been inspected for availability to handle such emergency call. When such linear search identifies a PSAP which has not previously been inspected with respect to its availability to handle such emergency call, a determination is made as to whether such PSAP is currently available. Such determination includes determining whether such PSAP is currently at its call capacity.

    Abstract: A system for marking a plurality of zones within a cellular service area. One or more marker transmitters are disposed throughout a cellular area to transmit a zone identification signal that is independent of normal RF cellular coverage to a mobile or portable cellular receiver. Each zone identification signal is transmitted in a radio frequency coverage area that illuminates the zone to be identified and is constrained by a similar transmitter jamming the zone signal. The marker transmitters are programmed to transmit the zone identification signal during a predefined time slot so that more than one marker transmitter may simultaneously transmit the zone identification signal, thereby increasing the area in which the zone identification signal can be received by the mobile unit. In order to reduce the area in which a zone identification signal may be received by a mobile unit, the marker transmitters may transmit a jamming signal at the same time as the zone identification signal is transmitted.

A neural-network simulation and neighborhood functions are utilized for splitting and optimizing the output vectors. In this manner, the entire output vector set is sensitive to each input vector and therefore optimal output vector locations with respect to specified distortion criteria are obtained. The resulting vector quantizer is robust for the class of signals represented by the training sequence.

The system is integrated into a processing system including means for receiving and displaying digital image data. The system receives the digital image data, differentiates between edge data and the nonedge data within the digital image data, and filters the image data accordingly. The filtered edge data and the filtered nonedge data are combined to form an enhanced image. A multi-pass filtering system is also disclosed.

    Abstract: A method for synthesizing human speech using a linear mapping of a small set of coefficients that are speaker-independent. Preferably, the speaker-independent set of coefficients are cepstral coefficients developed during a training session using a perceptual linear predictive analysis. A linear predictive all-pole model is used to develop corresponding formants and bandwidths to which the cepstral coefficients are mapped by using a separate multiple regression model for each of the five formant frequencies and five formant bandwidths. The dual analysis produces both the cepstral coefficients of the PLP model for the different vowel-like sounds and their true formant frequencies and bandwidths. The separate multiple regression models developed by mapping the cepstral coefficients into the formant frequencies and formant bandwidths can then be applied to cepstral coefficients determined for subsequent speech to produce corresponding formants and bandwidths used to synthesize that speech.
