A topmost layer of the plurality of sanitary film layers is removable for exposing another layer therebeneath for providing a sanitary surface for gripping the shopping cart handle. The tubular base mount comprises a first half and a second half moveable with respect to the first half to secure the tubular base mount to the shopping cart handle. A tubular outer sleeve may be provided for mounting the plurality of sanitary film layers.
