A computer processor in the system receives a return signal from a RADAR signal emitted into the room. A baseband signal is divided into windows of time. The windows are into an overlapping arrangement wherein some data samples in at least one window are shared by data samples in another window. The data samples in the shifted windows are processed. An output value of the processed data samples is compared to a threshold value. The computer processor determines whether the room is occupied in the event the output value of the processed data samples is greater than or equal to the threshold value.
