In the system, the gas supplier includes a gas generator generating gas, a pipe connecting the gas generator with the vessel, a blowing device provided in the pipe, and a second liquid supplier supplying liquid to the pipe between the gas generator and the blowing device.

A static fluid mixer is formed by using at least one mixing, element 1 mentioned above.
