A water-based cleaner is sprayed onto the spill, which can be, but need not be, done in connection with the cleanup system. A high throughput vacuum system removes the hot water and the spill materials concurrently as the hot water is applied to the treated area. The vacuumed liquids are stored in an on-board tank for later disposal.
