    Abstract: An improved disposable double-loop restraining device is tamper resistant, utilizes a non-keyed lock and include a core material designed to resist friction cutting. A coded removable tab is provided for positively tracking a detainee with an arrest record. The device may be folded allowing large quantities to be easily stowed on the person of law enforcement personnel for mass arrest situations, and is brightly colored to assist in readily identifying detained individuals.
