The apparatus includes a hydraulic expander having at least one expandable bladder and adapted to receive the sleeve thereon. The expander includes a stud having at least one conduit formed therein and a plurality of slidable expandable bladders mounted on the stud for radial expansion, each of the bladders in fluid communication with the conduit. A detector is mounted on the expander and responsive to tube supports and defects in the tube. The method is mobile and thus allows the processing to be done at the site of the cleaning where the entire processing can be completed. Evaporation produces a concentrated solvent and vapor and gas. The concentrated solvent is detoxified to produce a dry residue for long term storage or disposal and a liquid that is filtered and then released to the surrounding environment. The vapor and gas are scrubbed and condensed to produce a gas that is suitable for release and a distillate.
