The I-shaped water-retaining dam is located between coal pillar dams to isolate an underground reservoir from a corresponding coal roadway. The I-shaped water-retaining dam includes an upper flange plate, a web plate, and a lower flange plate from top to bottom, where a vertical face of a dam body is of an I shape; the upper flange plate extends into a roadway roof; two ends of the web plate are embedded into the coal pillar dams; and the lower flange plate extends into a floor. The I-shaped water-retaining dam is located in an underground coal roadway, and bears complex surrounding rock stress. When the vibrating type hard rock cutting mechanism works, an outlet of a high-pressure abrasive jet generating system is communicated to a cutting mechanism abrasive jet inlet. An abrasive jet enters an abrasive jet nozzle through flow channels in the valve plate, the cutting main shaft and the disc-shaped hob and forms a directional high-speed abrasive jet. The cutting main shaft is directly driven to rotate by an axial permanent magnet motor. The cutting mechanism enables the disc-shaped hob to vibrate under the action of a vibration motor. A macro crack is formed on a rock mass by rotating the abrasive jet. The device includes a compartment, a pressure sensor, a temperature sensor, a flow sensor, an electromagnetic sensor, an acoustic sensor, a wave velocity measurement module, a monitoring and control module, a power supply and a communication interface. These are installed between a drill bit and an inclinometer or a first drill pipe. Measurements are performed while drilling to obtain a real time gas parameter, lithologic and coal seam information, for on-site assessment of outburst risk. During drill bit replacement, gas pressure, temperature, flow velocity, wave velocity, electromagnetic radiation, and an acoustic signal are recorded in real time, to calculate stress of the coal seam and coal seam outburst risk. The composite inhibitor has moisture-absorbing and moisture-retaining effect, and can reduce water dissipation at low temperature. A stable oxide insulating layer such as MgO and Al2O3 insulating layer can be formed at high temperature, which can block a coal body from contacting with oxygen.
