The bitstream includes the image information in which the picture unit image is divided into one or more coding unit and sequentially block-coded according to a predetermined order in the coding unit, and the decoding comprising processing a block decoding in accordance with the predetermined order in the intra-picture in a non-dependent manner with an encoding order in an intra-coding unit using the prescan information.
