P represents a quantity of transport layers of the first device, P is greater than or equal to 2, and Q is an integer greater than or equal to 2. The first device first checks the first bit sequence based on the CRC code, and then divides the second bit sequence into the P bit sequences, that is, performs code rate allocation.
