The method can include extruding a plurality of tubular cells then stacking and bonding the cells together to form the fabric of the window covering. The extrusion step can include continuously extruding the tubular cell material and cutting the material at the desired length of the cells. Additional steps can include applying an adhesive to the outer surface of the cell after or sequentially with the extrusion and subsequently coating the outer surface with chopped fibers or powder after the adhesive is applied. The tubular cells can be extruded as single tubes or multiple tubes having internal ligaments which divide the extrusion into two or more connected tubular cells. If any flaws are discovered portions of the material containing the flaws are cut away. The material is attached together after each portion is removed to create a joint for each reattachment. The portions that are cut away are sized so that the joints will be separated by a multiple of a selected distance from one another. The resulting material can then be fabricated into a panel of window covering material in which all the joints are co-linear along a perpendicular to the surface of the material. The joints are positioned so that they will be on a cut line for subsequent processing. The safety clutch is mounted on a movable frame within the headrail and is moved to rotatably engage the tube lift cord spool on which lift cords are wound and unwound to raise and lower the bottomrail. A brake mechanism connected to the headrail prevents rotating of the tube lift cord spool, and the brake is automatically disengaged upon operation of the safety clutch.
