Abstract: An information exchange system is configured to improve an operation of a computing device to enable a public safety agency to exchange information with a citizen on a mobile communication exchange device in a language understood by the citizen. The system includes a storage media configured to implement a database of information. The information of the database includes mobile device information, citizen information and event information. The computing device is configured to enable mobile device communication including text message communication between the citizen and the public safety agency, conduct an exchange between the citizen and the public safety agency, including text message exchanges, and enable, both of the system user of the public safety agency and the citizen to translate a message of the exchange from one language to another prior to transmission or receipt when the system user and the citizen do not regularly communicate in a common language.
