The gear ratio between the input gear and the output gear is a non-integer, so that the output gear will be out of phase with the input gear as the input gear completes successive revolutions. A sensor is placed in close proximity to the output gear and provides a signal to a microprocessor representing the angular position of the output gear. A steering velocity of the steering mechanism is determined, the steering velocity being characterized by a steering velocity magnitude and a steering velocity direction whenever the steering velocity is greater than zero. The steering velocity direction corresponds to either the first or the second direction. The plunger has a body, a flexible support member mounted on one end of the body and a resilient tip positioned on the support member for sealing engagement with the valve seat. When the resilient tip of the plunger impacts the valve seat, the flexible support member absorbs substantially all of the force of impact by deflecting in the direction opposite the plunger movement, increasing impact time and reducing noise which may be generated.
