The slider body includes a head with a slider strap receiving passageway extending there through from lateral sides thereof and positioned along a proximal end thereof, and a distal end having a neck positioned opposite the proximal end and tie section extending from the neck. The toggle body includes a top bar, a bottom bar positioned substantially parallel to the top bar, a first joining element connecting a first end of the top bar and a first end of the bottom bar, and a second joining element connecting a second end of the top bar and a second end of the bottom bar to provide a toggle strap receiving passageway extending though the toggle body from lateral sides thereof and positioned offset from the slider strap receiving passageway.
