    Abstract: The invention relates to a multi-chambered, fluid-fillable apparatus apparatus, comprising two sheets bonded together to define a plurality of cells between them. In a first aspect, at least one, and preferably both, of the sheets are formed from polyvinyl alcohol. In a second aspect, the sheets are sealed together using both permanent and non-permanent seals. The non-permanent seals are formed to rupture at a predetermined internal pressure in order to dissipate externally applied load.
