    Abstract: A stabilizing agent which produces stable fuel oil-water mixtures for use as fuels with consequent fuel savings comprises:______________________________________ a combustible emulsifier 6 to 11.5 parts by weight ferrocene 4 to 9 parts by weight magnesium (as an oil-soluble magnesium salt) 4.5 to 9.2 parts by weight anionic surfactant 1.4 to 3 parts by weight benzoic acid 0 to 12 parts by weight in an oil-based liquid medium.
