Abstract: An information processing system includes a processor configured to: output a set value of a shift time on the basis of a history of processes performed by an apparatus and a target value of a ratio of a specific process performed by the apparatus, the apparatus having multiple modes having different times elapsing until execution of a process is ready, the history including the count of processes performed in each of at least two modes among the modes, the shift time being a time until the apparatus is shifted to a mode, among the modes, in which a time until execution of a process is ready is longer than in another mode.
