A processor generates a first code for selectively executing the first matrix process and a second matrix process that uses a fixed-length matrix corresponding to the variable-length matrix, and generates a second code for selecting the second matrix process as the initial state of the first code. The processor generates a third code for moving the data stored in the fixed-length matrix to the variable-length matrix and for switching the second matrix process to the first matrix process, at a position corresponding to the size change process. The processor generates an execution program including the first, second, and third codes.
