Abstract: A system and method for inter-cell interference coordination is provided. A method for controller operation includes receiving interferer information from a device served by the controller, scheduling a cell edge device based on the received interferer information, and reporting usage information of the subset of resources to neighboring controllers. The cell edge device operates in a periphery of a coverage area of the controller, and the cell edge device is scheduled to a subset of resources. The method also includes from each neighboring controller, receiving neighboring usage information of a neighboring subset of resources reserved for cell edge devices served by the neighboring controller. The method further includes scheduling a cell center device based on the received usage information from the neighboring controllers, and transmitting to scheduled devices over their respective scheduled resources. Cell center device is scheduled to resources not in the subset of resources.

Abstract: Method a system for managing network resources. According to an embodiment, the present invention provides a method for managing resource in a wireless network. As an example, the wireless network includes an access network and a home network. The access network provides at least radio connectivity and the home network provides at least internet protocol connectivity. The method includes a step for providing a network access to a mobile station by the access network. For example, the network access includes a network connection between the mobile station and the home network. The method also includes a step for receiving information associated with a lifetime for the network access from the mobile station by the access network and by the home network. The method additionally includes a step for storing the information associated with the lifetime by the access network and by the home network.
Abstract: An Internet router treats plural output ports with a common destination as a composite port. A routing table uses the IP address to determine a composite trunk to which the packet is to be forwarded. A forwarding table identifies a route along a routing fabric within the router to a specific output port of the composite port. Output ports and fabric routes are selected to maintain order within a flow by routing the flow along a single fabric route to a single output trunk. The forwarding table may favor output ports which are nearest to a packet input port, and the forwarding table may be modified to dynamically balance load across the trunks of a composite trunk.

The relay control channel is located within the set of resource blocks.
Abstract: A system and method for deriving cell global identity information are provided. A method for deriving cell global information includes receiving, at a first cell, a measurement report, determining a second identifier for the second cell based on a first identifier and information about the first cell, and adding the second cell to a cell list. The measurement report includes the first identifier of a second cell, and the second identifier is used to reference the second cell.

Abstract: In one embodiment, a method for wireless communication includes receiving cell information for a cluster of cells to be coordinated. A first cluster scheduling order used for the cluster of cells is retrieved. The first cluster scheduling order represents a sequence in which the cluster of cells were scheduled in a previous schedule. A second cluster scheduling order is generated. The second cluster scheduling order determines a sequence in which the cluster of cells are scheduled in an upcoming schedule. The second cluster scheduling order is decided based on the first cluster scheduling order and/or the cell information. The second cluster scheduling order is transmitted to the cluster of cells.

Abstract: A system and method for adapting a source rate are provided. A method for operations at a communications device, where the communications device is a sender of information packets over a packet stream, includes determining a source rate of the packet stream, and marking information packets of the packet stream, where the information packets are marked with a first marking pattern if the source rate is equal to a minimum source rate, or the information packets are marked with a second marking pattern if the source rate is greater than the minimum source rate. The first marking pattern has a period of M information packets, where M is a positive integer value greater than or equal to two, and the second marking pattern has a period of M information packets. The method also includes transmitting the marked information packets over the packet stream to a receiver.
Abstract: A system and method for performing a handoff is presented. A preferred embodiment comprises initiating a pre-handoff registration of a piece of user equipment prior to the actual handoff in order to pre-register the piece of user equipment with the new access network. During the handoff a tunnel may be created from the original access network to the new access network in order to tunnel data packets that would otherwise have been lost prior to the completion of the handoff.

Abstract: A system for realizing emergency rate reduction (SOS). A receiver initiates a short rate-reduction request, and communicates that request to a transmitter. The transmitter initiates an operational switch to an adjusted transmission reference (i.e., a new bit/gain table), by sending a signal to synchronize the operational switch for both the transmitter and the receiver. The adjusted transmission reference may be calculated using a formula, from a current bit/gain table, or may be a predefined bit/gain table. The parameters of the formula may be predefined, calculated during initialization, or determined in real time during SOS.
Abstract: According to an embodiment, the present invention provides a method for transferring data in a packet-based network. The method includes a step for receiving at least a first data frame.
