Thereafter, the overlay is placed upon the compacted top surface of the asphalt fill, overlapping onto the adjacent road surface and compressed. The overlay forms a water proof seal preventing water from seeping into the repaired area. The overlay also resists crack propagation and minimizes the potential of asphalt chipping and the breaking down of the asphalt fill and surrounding roadway.
