A local television signal is modulated on a nonstandard carrier frequency different form the standard carrier frequencies utilized for conventional broadcast television. The nonstandard broadcast signal is unintelligible to a standard television receiver. Because a nonstandard broadcast signal is employed, the television signal cannot be received by standard television receivers in neighboring homes.
