    Abstract: A mobile vehicle communications system and a method of using that system to provide over-the-air (OTA) data from a vehicle backend system to a target vehicle. The method includes the steps of: receiving wireless carrier system (WCS)-associated data from a plurality of vehicles that are associated with the backend system; in response to the receiving step, determining a preferred geographic communication region from among a plurality of geographic communication regions, wherein the determination includes determining that the preferred geographic communication region meets or exceeds a quality of service (QoS) threshold that at least some of the remaining plurality of geographic communication regions do not meet or exceed; and in response to the determining step, transmitting the OTA data from the backend system to the target vehicle when the target vehicle is within the preferred geographic communication region.

    Abstract: In an example of a method for enabling after-hours vehicle pick up, a server recognizes that a service payment request is outstanding for a serviced vehicle. In response to the recognizing, the server transmits an ignition block command to the serviced vehicle. The ignition block command triggers a powertrain control module of the serviced vehicle to enter a disengaged state that electrically prohibits the powertrain control module from providing tractive power to a vehicle drive wheel. At the server, a notification of a payment acceptance is received from an infotainment unit of the serviced vehicle or a mobile communications device associated with the serviced vehicle. In response to receiving the notification, the server transmits an ignition enabling command triggering the powertrain control module to enter an engaged state that electrically enables the powertrain control module to provide tractive power to the vehicle drive wheel.

Specifically, the TSP utilizes information provided by the telematics unit, electrical power utilities, and electrical power metering devices to determine the characteristics of electrical energy available for charging the vehicle. The TSP can utilize the characteristics of the available energy along with additional information, such as charging preferences established by a subscriber of the TSP and vehicle use schedules, to determine an amount of power to reserve for the charging event. The amount of power reserved for the charging event may be determined based on cost, greenhouse gas emissions, a combination thereof, and on other factors.

The VCP is further programmed to, in response to the sequence of events, monitor a distance that the vehicle travels or monitor a time since an occurrence of the sequence of events, and to instruct the in-vehicle biometric system to enter an authentication mode after a set time has passed since the occurrence of the sequence of events or after the vehicle has traveled a set distance since the occurrence of the sequence of events. The in-vehicle biometric system is responsive to instructions from the VCP and initiates an authentication routine.
