    Abstract: A method for identifying a target user equipment (UE) in a cellular telecommunications network includes receiving a plurality of time and position coordinate pairs including first and second coordinate pairs, establishing a plurality of geofences, each geofence of the plurality of geofences corresponding to one time and position coordinate pair of the plurality of time and position pairs, for each geofence, determining at least one cell that provides service to the geofenced area, determining a set of UE identities for the at least one cell at the time of the associated coordinate pair, and correlating the sets of UE identifiers for each of the plurality of coordinate pairs to determining at least one UE identifier that occurs at a highest frequency for each of the coordinate pairs. Identities may be received in response to a request to change a Location Area Code (LAC) or a Tracking Area Code (TAC).

The method can identify all UEs within a geofenced area. The geofenced area can be an arbitrary shape that is automatically or manually created. The emergency system receives unique identities of UEs in the geofenced area that are provided when the location area identifier value is changed.

The emergency system receives unique identities of UEs in the geofenced area that are provided when the location area identifier value is changed.

    Abstract: This disclosure provides a method and system for tracking and communicating with responders in the event of an emergency situation. An emergency server coupled to a wireless telecommunications network receives a notification of an emergency situation, establishes a first geofence around a location of the emergency situation, determines a set of candidate responders registered to an area associated with the location, transmits a request for UE locations of the set of candidate responders to a location server and receives a response, determines which UEs of candidate responders are within an area bounded by the geofence, and transmits messages soliciting responders to the UEs.
