    Abstract: A tamper proof identification card. The disclosed card is made from a core of safety paper sandwiched between two top and bottom layers of polyester coated with polyethylene. The safety paper is bounded at its periphery by a polyester border similar to the top and bottom layers. The layered card is heat and pressure treated to encapsulate the paper. Should the seal be inadequate, any attempts to modify the information marked on the safety paper will be readily apparent.
