The parcel of land is located such that about 3,500,000 to about 7,500,000 scrap tires per year are available for substantially regular and substantially continuous delivery to the plant, at a tipping fee of at least about $40.00 per ton. The plant is located on the parcel of land. One or more of synthesis gas, electricity, and steam produced by the plant are sold.
