The apparatus includes a monitoring portion that is configured to measure state information of the brake motor having a motor and a brake device. The monitoring portion also determines a state of the brake device based on the state information and a control signal output by a brake motor controller that operates the brake motor or adjusts a control current supplied to the brake device.
