In a preferred embodiment, that apparatus has a movable vessel that is movable between a collection position and a discharge position. The vessel has an open top and an open base. The open base supports a discharge gate that is movable between an open position and a closed position. In the closed position, the discharge gate prevents discharge of the material from the vessel while the vessel is moving from the collection position to the discharge position. An actuable vessel cover is adapted to cover the open top of the vessel when the vessel is at the discharge position.
