An inner flange is located along one longitudinal edge of the longitudinal slit which extends peripherally and is adjacent the inner surface of the sleeve when the pair of locking flanges are releasably secured together. An end cap is located at each of the sleeve ends and each has at least one opening therein to permit the passage of a cable therethrough. The apparatus includes camming brackets to secure the locking flanges adjacent one another.
