    Abstract: This application provides a radio resource control (RRC) message sending method and an apparatus. According to the method, a distributed unit (DU) determines not to start an RLC polling mechanism when sending an RRC message to a terminal device, so that when sending the RRC message to UE, the DU sets a polling bit in a header of an RLC PDU carrying the RRC message to be in an inactive state. Therefore, after receiving the RRC message, the terminal device does not feed back an RLC status report to the DU. Therefore, the terminal device does not need to initiate a random access procedure to obtain an uplink transmission resource for sending the RLC status report to the DU, thereby saving random access resources.

A serving gateway (Serving GW) receives a first resource request message, such as Create Default Bearer Request message, including handover indication information indicating the handover from a mobility management network device, e.g., a MME. As the received resource request message includes the handover indication information, the Serving GW includes the handover indication information in a second resource request message and then sends the second resource request message to a PDN GW. After receiving the second resource request message, the PDN GW policy and charging control (PCC) rules to be used by the UE in the 3GPP access system so as to create the resources used by the UE in the 3GPP system.

The methods may be performed by apparatuses implementing an application function (AF), a policy control function (PCF), a session management function (SMF), or UP entities such as PDU session anchors, of the communication network, or systems implementing a combination thereof. The SMF may configure UP entities to transmit packets and flow end markers to support in-order packet delivery and provide flow end marker information to the UP entities. The UP entities may signal path changes using flow end markers.
