The reference power is calculated by adding an offset to an initial transmit power level for the current ramping. A mobile access terminal runs the random access procedure at the initial transmit power with the added offset for the current ramping. Once a successful transmission is made during the random access procedure, the successful transmit power level is recorded as a reference power for a next random access procedure, and the transmission continues at the recorded transmit power level.
