Abstract: The present invention is directed to a services system using Internet Protocol (“IP”), integrating applications, and enabling participants of the services system to collaborate, and build, provision, and manage payment (commerce) services. The services network enables multiple transactions contained within a single transaction message to be processed by multiple participants within in the service system. Commerce business rules govern how individual transactions with a multi-transaction message are processed by participants in the service system.
