    Abstract: A video encoder according to the present invention improves coding efficiency of a super high definition video by setting an area of MB size and optimally determining size of the area. A locally decoded image (a) is subjected to frequency analysis in a frequency analyzing unit. Based on the result, an area setting unit sets a local area in a picture to which the maximum MB size is applied. An area boundary correcting unit corrects an area boundary in accordance with a representative motion characteristic, and an N-value calculating unit determines the maximum MB size (N×N) of each area based on a result of encoding a neighboring picture. The area setting and the N-value calculation are performed step by step.

A radio environment cognition unit of the cognitive terminal performs calculations using the count number(s) in consideration of the packet transmission time interval or the time required for repeating a single data packet, thus measuring characteristics of delay time variations in uplink/downlink communication with respect to each radio media.     Abstract: A plurality of nodes each including a transmitter, a receiver, and a controller is linked together via a network. The transmitter of a transmission node using multiple wireless interfaces sends a beacon message sending its own node identifier and wireless interfaces to at least one reception node, which in turn sends back a response message sending its own node identifier and at least one usable wireless interface. The controller of the transmission node determines the broadcast order based on the response message received by the receiver. The transmitter of the transmission node performs broadcasting or multicasting using the wireless interface, which is selected based on the broadcast order. Thus, it is possible to perform broadcasting or multicasting at an efficient usage of radio frequency while covering all reachable neighboring nodes in node-to-node wireless communications based on multiple wireless communication methods.

Then, a texture attribute parameter t(k) of each macroblock included in the object is calculated (S3). The gaze parameter V(j) and texture attribute parameter t(k) are used to calculate a visual priority parameter w(k) for each macroblock. Based on this parameter w(k), a quantization parameter is determined.
