    Abstract: An improvement in a valve and coupling device for pressure lines utilized in transferring air or water under pressure to provide a safety lockout feature in which the valve control sleeve can be held in open or closed position in a positive manner by an ancillary lock. The improvement comprises a modified control sleeve and clamping jaw dependent on the valve coupling configuration used in relation to the connection requrirement.
