The device comprises a length of stranded steel cable having a relatively small diameter with first and second connecting means at each end taking the form of an annular bushing with the cable looped around the bushing and secured by a ferrule. A swing handle formed from resilient material and having a diameter of about 1 inch is molded onto the lower end of the steel cable. The remaining length of the steel cable and both bushings are encapsulated by a molded resilient coating that has a diameter of about 5/16 inch.
