An image decoding method may comprise obtaining first information specifying the number of one or more hypothetical reference decoder (HRD) parameter syntax structures in a video parameter set (VPS), obtaining the one or more HRD parameter syntax structures from the VPS based on the first information, obtaining second information on mapping between one or more multi-layer output layer sets (OLSs) and the one or more HRD parameter syntax structures from the VPS based on the first information, selecting a HRD parameter syntax structure that applies to a current OLS based on the second information, and processing the current OLS based on the selected HRD parameter syntax structure.

Abstract: A method for performing, by a user equipment (UE), a registration to a network in a wireless communication system is disclosed. More specifically, the UE performs a registration to a first public land mobile network (PLMN) via a first base station, receives a disaster related message indicating that a disaster roaming service is provided, checks whether the UE is provided with the disaster roaming service based on the disaster related message, selects a second PLMN providing the disaster roaming service when the UE is provided with the disaster roaming service as a result of the check, transmits a registration request message to the selected second PLMN based on the disaster related message, and receives, from the second PLMN, a response message to the registration request message.

With respect to whether or not the application condition of the DMVR is satisfied, the application condition of the DMVR is determined to be satisfied if a prediction mode, in which inter-prediction and intra-prediction are combined, is not applied to the current block.
