Abstract: A method for license enforcement is provided. The method includes receiving a request for a license from an instance; determining whether the request for the license is permitted by generating a first response permitting or denying the license request; delivering the request to a server based upon the first response; receiving a server response from the server permitting or denying the license request; and determining whether the request for the license is permitted by generating a second response permitting or denying the license request. An apparatus for performing the method is also disclosed herein.
