An actuator is coupled to the flow control valve to actuate and move the flow control valve to control flow of the liquid between the inlet and the outlet when the poppet is engaged with the valve seat.

The cam plate provides a quick acting shutoff to quickly move the valve assembly to the closed position. A pivotal and rotatable connector couples the transfer device to the dry break coupler.
