A fuel filter chamber is downstream of the fuel pump and includes a fuel filter disposed therein having an upstream side and a downstream side. A filter drain conduit is in fluid communication with the fuel filter chamber at the upstream side of the fuel filter and extends externally of the fuel pump module and fuel tank. The filter drain conduit may be in fluid communication with the filter chamber substantially at a lower portion of the fuel filter, and may include a valve located externally of the fuel tank. A heating device may be provided in the fuel filter and a recirculation device may be provided in the drain conduit.
