Abstract: A cargo restraint in the form of a belt retractor with a spool includes a manually engageable lock cam actuator mechanism including a lock cam actuator handle and a cam movable by the lock cam actuator handle between a first position blocking belt withdrawal and a second position allowing belt withdrawal. A return spring always biases the spool for rotation in the belt retraction direction when the lock cam actuator mechanism is in either the first position or the second position. A ratchet mechanism is manually actuatable to selectively rotate the spool in the belt retraction direction to remove elasticity or slack in the belt webbing.
