One or more light panels such as an LED light panel is affixed to the sign such as to its front surface. The light emitting elements may lie below a top plane of the light panel. A color of a top surface of the light panel matches a color on the front surface of the sign over which the light panel is placed. A vehicle motion detector or proximity detector is oriented in a direction and has a detection zone for detecting moving vehicles in proximity to the sign. The detector illuminates the lights of the light panel after detecting a moving vehicle in proximity to the sign.
