    Abstract: A wireless communication system useful in locating users of mobile communication units (MUs) in emergency situations. In one embodiment, the system includes a plurality of aircraft-deployable, wireless position determining equipment (PDE) to generate position information from an emergency call request received from an MU, and a wireless mobile positioning center (MPC) on board an aircraft adapted to determine the location of the MU from the position information received from the PDE. In another embodiment, the PDE are adapted to transmit a message to elicit a response from the MU to acquire position information. In another embodiment, the PDE are adapted to receive periodic messages from the MU to acquire position information. In another embodiment, a mobile switching center (MSC) assists a GPS-capable MU in determining its location by providing it the information on the GPS satellites visible within the area covered by its base station and sector.

The system includes a billing accumulator and a settlement entity. The settlement entity is interfaced with the billing accumulator, and includes settlement logic for converting each stored dispatch call data record to a billing record for each of at least two of the dispatch networks.     Abstract: A system and method for optimizing handoff processing in networks with fully collapsed base station routers is disclosed. In accordance with exemplary embodiments of the present invention, handoff processing is optimized by allowing base station routers to automatically discover, and maintain lists of, their neighbor base station routers. Using the list of discovered neighbor base station routers, a base station router polls its neighbors for a list of all active users. The base station router then polls the Context Transfer Server (CTS) database for these users' contexts. Accordingly, instead of polling the CTS database during handoff, the present invention allows a base station router to activate the context from local memory.

A locking mechanism by which the door can be securely retained in the closed position includes a handle which is redundantly securable in an inoperative position, thereby preventing locking mechanism operation and precluding access to the first chamber.

    Abstract: A system and method for reducing power consumption and interference in a communications system that has multiple base radios. A base radio controller assigns priorities to the base radios in the system. When higher priority base radios have excess capacity, intracell handovers are used to consolidate communications from lower priority base radios to higher priority base radios. After transferring communications to higher priority base radios, the lower priority base radios can attenuate or shut off their transmitted signal in order to reduce or eliminate all the interference they cause other base stations in the system, and reduce transmission power requirements.
