In one embodiment the differentiated measurement reporting is conditional on a user equipment which sends the measurement reports being classified as fast moving, and in another is further conditional on it also having no active data transfer applications ongoing. In various embodiments, detecting and measuring of small neighbor cells (and thus their reporting) is omitted, or measurements can be collected normally and only the reporting is omitted.
