    Abstract: A base station transmits messages comprising configuration parameters of a plurality of cells grouped in a primary cell group and one or more secondary cell groups. A pathloss reference for a secondary cell is a configurable parameter if the secondary cell is in the primary cell group. The configurable parameter is configurable to a downlink of the secondary cell or the primary cell. The pathloss reference is only configurable as a downlink of the secondary cell if the secondary cell is in the secondary cell group.
