Abstract: A server includes a data communication controller and an analyzer for monitoring social changes in a neighborhood and providing indicators to appropriate agencies. The data communication controller receives from a plurality of information sources, through a telecommunication network, a plurality of social behaviors for a particular neighborhood and a plurality of monitoring criteria. The analyzer assigns a weight for each social behavior according to the monitoring criteria, calculates a total score for the monitoring criteria, compares the total score against the monitoring criteria, and generates an indicator if the total score matches a criterion in the monitoring criteria. The data communication controller sends the indicator to a third party agency.

The remote supervision server receives GPS data/time-date data/text/audio/video reporting periodically from the parolees and probationers and the GPS data/time-date data/text/audio/video reporting is analyzed. The remote supervision server will send an alert to the case officer if a suspicious behavior is detected. If no suspicious behavior is detected, the remote supervision server will store the analysis result and send a notification to the case officer. The case officer can then check the audio/video reporting and the analysis result later. The remote supervision server also calculates the likelihood of recidivism for each post-release supervised client, parolee or probationer and advises the officer of such risk in order of greatest risk to lowest risk.
