Each terminal block (10) employs a housing (12) having a telephone exchange wire carrier and a service wire carrier within the housing. An exchange to be connected to the terminal block (10) is inserted through an opening (36) in the housing and into the exchange wire carrier (20) which is movable between an open position and a closed position. By manually pressing the exchange wire (20) in the closed position, or by installating the terminal block (10) onto the mounting rail (24), the exchange wire is terminated to an exchange wire contact element (170) within the terminal block (10). The adapter spool provides a cable entrance port capable of supporting an optical fiber cable in conventional telecommunication applications. The fiber optic cable is wrapped with a high coefficient of friction, adhesively-backed tape and a layer of mastic sealant before placed in the cable entrance port. The cable entrance port has two sets of annular gripping teeth and a plurality of annular sealing ribs located between the sets of annular gripping teeth. The assembly includes an outer pressure annulus and a thick inner pressure disc, both of natural or synthetic rubber, EPDM, urethane, or other elastomer. In the outer annulus the elastomer is an annular series of interconnected blocks of length L1 having a central opening of radius R2; a series of pressure bolts compress the blocks axially, expanding the annulus both outwardly and inwardly. An actuator member drives the carrier member from a first position, at which the wires are inserted, to a second position where the wires engage a contact element which electrically couples them to the splice cable. The carrier member moves within the chamber so as to allow an electrically insulating medium within the chamber to flow around the carrier and maintain a constant volume of the medium within the chamber. An improved sealing washer blank having a small central opening and a small opening along its periphery can be easily mounted on the cutter by insertion of protruding members on the cutter through these openings. The sealing washer blank is cut by means of a blade mounted on a member attached to the bottom of the shaft.
