The method includes receiving a first SDT Timing Advance Command Media Access Control (MAC) Control Element (CE) from the network; starting or restarting Timing Alignment Timer (TAT) upon the reception of a Timing Advance (TA) command carried by the first SDT Timing Advance Command MAC CE, for keeping uplink (UL) time alignment during SDT in RRC_INACTIVE state; and when UL data arriving in UE TX buffer, transmitting SDT to the network while the TAT is running. With this method, UL synchronization/timing maintenance in RRC_INACTIVE state is realized.

    Abstract: A user equipment (UE) executes a cell measurement method to shorten the time from radio link failure to reconnect to a telecommunication network. The UE detects at least one of a plurality triggering events for neighbor cell measurements associated with evaluating of the signal quality of the reference signals in the narrowband downlink channel in the serving cell. The UE performs neighbor cell measurements on reference signals in a narrowband downlink channel in one or more neighbor cells in a cell measurement period in response to the at least one of a plurality triggering events. The neighbor cell measurements are performed before radio link failure (RLF) associated with the user equipment. The UE selects at least one target cell among the one or more neighbor cells through the neighbor cell measurements and performs a cell reestablishment procedure.

The method includes being configured with pre-allocated radio resource by a base station (BS); transmitting data on an uplink configured grant; and entering a survival state and activating Packet Data Convergence Protocol (PDCP) duplication on the pre-allocated radio resource to retransmit the data. By performing the PDCP duplication, the UE could recover the failed transmission within the requirement of ST and avoid the application shutdown.
