Abstract: The various embodiments include methods for managing how a multi-SIM-multi-standby (MSMS) communication device that is accessing an arbitrary combination of multiple telephony networks processes paging collisions. The embodiment methods promote the control of the paging block rates for two or more subscriptions, in which a subscription's paging block rate is the subscription's number of blocked pages during a certain time multiplied by the subscription's discontinuous reception cycle. In the various embodiments, an MSMS communication device may implement a fair paging conflict resolution algorithm to keep each subscription's paging block rate approximately equal over time.
