A support plate below the top plate is clamped to the pedal of a vehicle by a strap clamp that passes over the support plate and past both sides of the pedal. The strap clamp is drawn tightly together under the pedal by mechanisms well known in the art. The top plate is then secured to the support plate by screw fasteners.
